If you want to practice as an Advocate in Delhi, you must be wondering how to enroll in Delhi Bar Council. The Delhi Bar Council Registration process is easy and simple. After passing your law degree, you can apply to enroll as an Advocate in Delhi Bar Council.

Every law graduate who wishes to practice as an advocate must register with their respective State Bar Council. You will be allowed to practice in India as an Advocate only after you are enrolled with a state bar council.

Delhi Bar Council and Registered Advocates

The Delhi Bar Council is an independent statutory body established under Advocates Act, 1961. It enjoys varied powers, functions, and duties. The Delhi Bar Council has over 1,43,000 registered member advocates, making it the largest bar council in India.

How to Enroll in Delhi Bar Council?

To enroll in Delhi Bar Council you need to fill up the Delhi Bar Council Enrollment Form and submit it with supporting documents and the registration fee. You can download the Delhi Bar Council Enrollment Form from the official website or can obtain a printed Form from the offices of the Bar Council of Delhi.

If you want to use the online version of the Delhi Bar Council Enrollment Form, you have to pay Rs. 1,000 as a Fee for the Registration Form while submitting the form. The cost of a printed Form is also Rs. 1,000.

Delhi Bar Council Enrollment Fee

The Delhi Bar Council Enrollment fee is Rs. 14,450 for those who apply for enrollment immediately after passing their law degree. Rs. 20,150 for those who apply for enrollment after 5 years of passing their law degree. Rs. 35,150 for those who are retired, 45 years of age, or above. You have to pay Delhi Bar Council Registration Fees at the time of submitting your enrollment form.

Delhi Bar Council Registration Process and Procedure – Step by Step

After obtaining Enrollment Form, you will be wondering how to fill Bar Council of Delhi Enrollment Form. We have created step by step  guide that will help you to fill Bar Council of Delhi Enrollment Form:

Step 1. Obtain an Enrollment Form: First of all, you have to obtain an Enrollment Form from the head office or any branch office of the Delhi Bar Council for a sum of Rs. 1,000. Alternatively, you can download the Online Enrollment Form from the official website of the Barcouncil of Delhi and pay Rs. 1000 at the time of submitting the Form.

Step 2: Fill up the Enrollment Form: After obtaining Enrollment Form you will find some difficulties and wonder how to fill Delhi Bar Council Enrollment Form. Read it twice before you write any detail in Enrollment Form. Fill up all the details carefully, you should remember that the cost of an Enrollment Form is Rs. 1,000.

You have to provide your personal details such as date of birth, mobile number, email id, citizenship, etc. You will also have to provide the particulars of the law degree,  graduation details, criminal background details (if any), and past employment or business details (if any).

You will also find two Certificates of Good Moral Character in the Enrollment Form. This is called “Recommendations of 2 Advocates“. You have to get these Certificates of Good Moral Character signed and stamped by 2 advocates who are enrolled with the Delhi Bar Council and have an experience of 10 years or more.

The enrollment number and enrollment date of the advocate should be mentioned in the Certificate of Good Moral Character. Your first photo affixed on the enrollment form on the first page should be duly attested by one of the advocates recommending you.

Step 3 – Attach self-attest photocopies of your documents: After filing all the details in the Enrollment Form, you have to self-attest photocopies of all your documents that require to be attached to the enrollment form. You should check the Checklist in Delhi Bar Council Enrollment Form carefully.

Documents required for Enrollment in Bar Council of Delhi

BCD Enrollment Documents: The documents required for enrollment in Bar Council of Delhi are:

  • 10th Marksheet / Certificate, showing your date of birth.
  • 12th Marksheet / Certificate.
  • Graduation Marksheet for each year/semester.
  • Graduation Degree.
  • LL.B. Marksheet for each year/semester.
  • LL.B. Degree.
  • Attendance and character certificate from your college.
  • Affidavit of explanation of gap if any.
  • Affidavit of the intended place of practice.
  • Proof of past occupation and cessation of the same if any.
  • 5 Passport size photographs in Advocate Uniform – White Shirt, Black Pent, Black Coat, and Black tie. You need to affix 3 photographs on the Enrollment Form at the given place and attached 2 photographs with the Form in a small envelope.
  • Proof of residence within the territories of the National Capital Region (NCR) such as Voter ID Card, Driving License, Passport, Ration Card, Aadhar Card, or any other reliable residence ID proof. If you live in Delhi NCR on rent, then you have to provide a self-attested photocopy of the Rent Agreement along with a self-attested photocopy of the owner’s ID.CLARIFICATIONS ON BCD’S NOTIFICATION ABOUT MANDATORY DELHI/NCR ADDRESS: On 13.04.2023 the Bar Council of Delhi issued a notification stating that it is mandatory for the fresh law graduates who wish to apply for enrollment with the Bar Council of Delhi to attach a copy of their Aadhaar and Voter ID card having the address of Delhi/NCR and the lack of this will lead to no enrollment.However, a Public Interest Litigation was filed in Delhi High Court to set aside BCD’s notification. During the hearing, a bench of Chief Justice Satish Chandra Sharma and Justice Sanjeev Narula was informed by BCD that the notification had been withdrawn.

    The court noted: “The notification dated April 13, 2023, by which the Bar Council of Delhi had notified that the person who is not a resident of Delhi/NCR will not be registered as an Advocate by the Bar Council of Delhi. Counsel for the BCD in open court has made a statement that the impugned notification has been withdrawn. In light of the aforesaid, the notification has been withdrawn by BCD. Nothing survives in the present writ petition. The same stands disposed of”.

Step 4 – Submit Enrollment Form at Bar Council Office: After filing all the details in the Enrollment Form, check the Checklist of your self-attest photocopies of the documents that require to be attached to the Enrollment Form. You should attach all your documents carefully. Once your enrollment form is ready, go to the office of the Delhi Bar Council and submit it with supportive documents at the registration desk.

At the registration desk, your enrollment form will be checked thoroughly and you will be guided to make corrections (if any). Once the person at reception is satisfied with your enrollment form, you will be asked to pay the Enrollment Fee. At the payment desk, you can make the payment using your Credit Card, Debit Bard or UPI.

After making payment, you will be directed to submit your enrollment form at another desk from where you will get the receipt for enrollment form submission and payment fee. Relax, now your application for enrollment in Delhi Bar Council has been successfully submitted.

Step 5 – Attend Enrollment Meeting: Now you will be invited to attend the enrollment meeting of the Delhi Bar Council. The meetings of the Enrollment Committee of the Delhi Bar Council are generally held once or twice a month and all the applications are scrutinized by the office and submitted to the Enrollment Committee of the Bar Council. Most probably the enrollment meetings are held on the 2nd or 3rd Friday or on the last Friday of the month. You will get an Advocate Enrollment Invitation on your WhatsApp from Delhi Bar Council to attend the enrollment meeting.

The content of the Advocate Enrollment Invitation on WhatsApp would be as :

This is to inform you that your enrollment application Form, duly received in the office of Bar Council of Delhi on 20.10.2022, shall be taken up for consideration on the Friday, 11.11.2022 at 3 pm. You are necessarily required to be present in person, in Black Coat, White Shirt,  Black Trousers, Black tie and shall carry your original educational documents before the enrollment committee in the office of Bar Council of Delhi at 2/6, Siri Fort Institutional Area, Khel Gaon Marg, New Delhi – 110049.

It will be kind of a orientation meeting. You will also have the opportunity to meet other applicants for social networking. The members of the enrollment committee will brief you about the Rule book of the Bar Council of Delhi, which is the practical handbook having details and guidance relating to rules, relevant statutory and regulatory references, etc. for the Bar Council.

The member of the enrollment committee may ask you a few simple questions like “What is your name?”, “From where you have completed your law degree”, “Which city do you belong to” and so on or you may be asked to present your original document. That’s it, do not take any stress about the enrollment meeting. It’s not going to be an interview kind of meeting.

Step 6 – Issuing of Enrollment Number & Identity Cards: After the approval of your Application, the Bar Council will issue you an Enrollment Number and an Identity Card. Now you should wait for a few days. Soon, you will receive a message on your WhatsApp from the Delhi Bar Council office. The message will be:

Congratulations! You have been admitted to be an advocate with the Bar Council of Delhi, by way of meeting on 30th September 2022 vide enrollment No. D/XXX/2022 and your name has been entered provisionally on the roll of Advocates maintained by this council. Registered Issuing of Identity Cards and Enrollment Numbers to successful applicants

Your provisional identity card and enrollment certificate will be issued in due course of time, from the office of Bar Council of Delhi at Shri Fort (to be collected personally) most probably, on or after 30th October 2022. You can practice Law in Delhi after receiving your Enrollment Number and an Identity Card confirming the members enrollment into the Bar. Delhi Bar Council Enrollment Affidavit Format

You need an affidavit of the intended place of practice and an affidavit of explanation of the gap (if any) duly attested by a notary public/oath commissioner. You should make only one Affidavit clubbing your “intended place of practice” and “explanation of gap” details. There is no need to make two separate affidavits.

The affidavit is to be notarized, giving a declaration about your “intended place of practice” which has to be in Delhi. The affidavit has to be made on Rs. 10 Non-Judicial Stamp Paper and get it notarized.

USEFUL TIPS (To be kept in mind while filing up the Enrollment Form)

You should write your FULL NAME exactly as it appears on your 10th Marksheet.

Your photograph must be taken in “Advocate uniform” preferably in a white shirt, black pant, black coat, and black tie. The photograph should be passport-size. Make sure your photographs are recent.

The photocopies of your documents should be self-attested by you. If you are submitting a Rent Agreement as your residence proof, no need to submit an original Rent Agreement copy. A self-attested photocopy of your Rent Agreement is to be submitted with the enrollment form.

You need to submit the recommendations of 2 advocates registered with the Delhi Bar Council, who have been in practice for more than 10 years. The enrollment number and enrollment date of the advocate should be mentioned in the enrollment form. Your one photo affixed on the enrollment form on the first page should be duly attested by one of the advocates recommending you.
